Statewide Term Contracts

H3514 General Bill - Chapter 1, Title 11 of the S.C. Code is amended by adding: Section 11-1-130. A state department, agency, institution, or political subdivision of the State, including a school district, may not use public funds to purchase a flag of the United States of America or the State of South Carolina unless the flag  f has been one hundred percent manufactured in the United States from articles, materials, or supplies that have been grown or one hundred percent produced or manufactured in the United States. A state department, agency, institution, or political subdivision of the State, including school district, may continue the use of previously purchased flags until a replacement flag is necessary.

This contract establishes sources of supply for various sizes of both the United State and South Carolina flags.

UNITED STATES FLAGS

All United States Flags must meet or exceed U.S. Government Specifications as to fabric quality, & tensile strength. All flags should have Lock Stitching on Fly End with Embroidered Stars & Sewn Stripes with high quality thread. Classroom Flags will be Annin Flagmakers or AGAS Manufacturing Co. or equal, mounted on Black Staff with Gold colored Spear.

SOUTH CAROLINA STATE FLAGS

All South Carolina State Flags must meet or exceed State Specifications as to fabric quality, & tensile strength. Classroom Flags will be Annin Empire Brand or AGAS Manufacturing Co. or equal, mounted on Black Staff with Gold colored Spear.

FLAG/ FLAG KIT ACCESSORIES

Any accessories directly associated with the purchase of a flag or flag kit under this contract, and not already specifically accounted for in the contract, may be provided by the contractor at dealer cost plus no more than 10%. Examples of accessories directly associated with the purchase of a flag or flag kit under this contract include, but are not limited to, flag stands, flag presentation boxes (cardboard or wood), additional indoor flag poles, mounting hardware or other items used for flag presentation.

OUTDOOR FLAG POLES ARE EXCLUDED FROM THIS CONTRACT.
