South Carolina Procurement (SCPro) is the new online procurement platform for sourcing competitive solicitations, contracting, supplier management and procurement activities for the state of Carolina. Once fully implemented, it will be available to all agencies, suppliers and other government entities through the state’s South Carolina Enterprise Information System (SCEIS).

The state is implementing SCPro to improve the state end-user and supplier purchasing and contracting experience. SCPro will:

• Reduce complexities and paper-based and manual processes
• Improve contract search/approval capabilities and collaboration functionality.
• Offer improved integration for various purchasing activities that will strengthen productivity. 

The SCPro solution will integrate the state’s procurement technology ecosystem, create a public interface for suppliers and enable more effective state spending reports. 
 

 The SCPro eProcurement system will make it easier to do business with the state of South Carolina by promoting a business-friendly environment that:

• Modernizes our procurement system with built-in compliance and guided workflow.
• Offers improved efficiency, transparency and economies of scale.

SCPro will launch with an initial group of agencies July 1, 2025. Agencies included in the initial launch are non-inventory and non-plant maintenance agencies. These are referred to as Wave One agencies.  

Agencies that use the inventory and plan maintenance functionality in SCEIS will go live with SCPro Oct. 6, 2025. These are referred to as Wave Two agencies.

After SCPro launches for Wave One and Wave Two, SFAA and Admin will add higher education institutions and local governments. These are referred to as Wave Three agencies. 

All agencies and suppliers who use the state of South Carolina’s procurement system now or plan to in the future. This includes agencies procuring goods and services and vendors supplying goods and services. 

Ivalua is the cloud-based software platform the state will use for eProcurement. Ivalua allows users to manage the entire procurement process in an integrated solution, from registration and onboarding of suppliers, proposal creation, evaluation, awarding and contract creation and maintenance. Ivalua connects data to optimize reporting, maximize efficiencies and simplify workflows. For the state, the invoicing process will not be covered in the new solution and will remain with the SCEIS current Supplier Relationship Management (SRM) system for now.

South Carolina’s Ivalua solution is called SCPro.

The state’s current SAP Supplier Relationship Management (SRM) system will be discontinued in December 2027. Modernizing the state’s procurement system and processes will enable built-in compliance and guided workflows that improve overall efficiency, transparency and economies of scale. Implementing this SCPro solution is value-focused and aligns with the state’s strategic priorities.

 Yes. This will replace the state’s current Supplier Relationship Management (SRM) system. SCPro is a technology solution that will help standardize procurement processes and the online shopping experience with catalog items linked to state contracts. The system has a robust rules engine with built-in compliance for purchasing and enhanced spend analytics capabilities. You will receive more information and how to prepare for any changes as we move forward with this implementation project.

Yes. Standardized processes and foundational elements are being established as the basis for SCPro. Increased efficiencies will be gained through reengineering, modernizing and standardizing procurement practices. Process reengineering will entail a single point of access for agencies and suppliers, with full electronic workflow from sourcing to payment.

• July 1, 2025: Wave One Go Live
• Oct. 6, 2025: Wave Two Go Live

Wave Three will include higher education institutions and local governments.

Yes. SFAA and Admin will use the train-the-trainer approach. The SCPro Train-the-Trainer program will begin May 5, 2025, and complete on May 22, 2025. This training focuses developing internal training experts who can teach others in their agency.

Statewide end user training will also be provided to all procurement users. End user training is scheduled for June 2025. 

Wave Two agencies will participate in the user acceptance testing April 7-May 23, alongside Wave One agencies. Additionally, Wave Two agencies will participate in train-the-trainer training May 5-30 and end user training June 2-30. Refresher training will be available before the Oct. 6 launch.

The process for requesting user roles will not change in the SCPro system.

In addition to train-the-trainer and end-user training, quick reference guides (QRGs) will be available to support users in the SCPro system.

While SCPro training is recommended and strongly encouraged, it is not required to receive a user role in SCPro. 

Yes, there will be a cutoff date for creating contracts in SRM. SFAA is currently working through these steps and will be provide the date as soon as possible.

Yes, there will be a cutoff date for creating Shopping Carts in SRM. SFAA is currently working through these steps and will provide that date as soon as possible.

Yes, there will be a cutoff date for creating purchase orders in SRM. Since the Wave One date coincides with Fiscal Year End, the cutoff dates may differ from those of Wave Two. SFAA is working on syncing the year end process with the launch of SCPro and will provide additional information as soon as possible.

The carryforward process will be different in FY25 due to migration of the existing purchase orders.

Wave One agencies will not use transaction code ZFMJ2 to carry forward purchase orders.

Contracts will be migrated from SRM to SCPro before an agency’s go live date in SCPro. However, open solicitations will not be migrated from SRM to SCPro.

Once SCPro goes live, SRM will still be used for the invoicing process.

Yes. Statewide verses agency contracts will be identified by a flag in the catalog.

SCPro will accommodate the same PO document types as SRM.

SCPro identifies Purchase Options 1 and 2 which correlate to the current PO doc types in SRM. These options will drive the behavior of the system in order ensure compliance with the SC Consolidated Procurement Code. For example, selecting the options for a Sole Source PO will require the attachment of a written determination and the value of the requisition will then drive the workflow to an advertisement if required.

DocuSign will not be included in SCPro.
