These solutions should be fully functional and scalable Electronic Document Management System (EDMS) solutions as defined in the bidding schedule.  These solutions include: document management, imaging, workflow, OCR/ICR, retrieval, data capture (both from OCR/ICR and key-from image), repository (a central place where data is stored and maintained i.e. data elements, inputs, processes, outputs, interrelationships, the information that is required to solve the problem at hand), and microfilm/microfiche rendering to formats compatible with print-ready and web publishing.   The five key components that make up and effective Electronic Documents Management system are (1) Capture, (2) Manage, (3) Store, (4) Preserve and (5) Deliver.

Electronic Document Management System” is defined as computer hardware, software, services, support, and training that will enable Governmental units to systematically record, index, store, retrieve and otherwise manage paper and digital documents, and the data contained in those documents. Paper documents may be converted to digital by scanning, with scanned images, and related processes meeting the requirements of the South Carolina Department of Archives & History found at:

Digital documents may include, but are not limited to:

• Word processing files
• Spreadsheets
• Graphical images (i.e.,GIFs, TIFs, JPEGs, etc.)
• Microfilm/Microfiche
